Should I measure my bag empty or packed?
Packed. Soft expanders, bulging pockets, and straps that stick out can push a bag past the published box even when the empty shell looked compliant. Zip expanders closed if they add exterior size.

Expect to check it. Whether that check is free or paid depends on the airline and fare.
